Civic Center Construction Project

(TROY, MI) – The City of Troy’s Civic Center Drive and Town Center Drive pavement rehabilitation project on the Civic Center campus is scheduled to begin on Monday, September 8 and last for approximately eight weeks.  It is scheduled for completion by Monday, November 3, 2008.

The project involves pavement milling and asphalt overlay work on Civic Center Dr. from Big Beaver to Town Center Dr. and on Town Center Dr. from Civic Center Dr. on the north end near the Aquatic Center to Civic Center on the south end near Big Beaver. The work also includes concrete driveway replacements and limited repair of adjoining asphalt surfaces, sidewalk ramp replacements, and new pavement markings.

The first phase of the project will be driveway and sidewalk ramp replacements.  Since most parking lots have more than one access drive, one drive will stay open while the other is being replaced; the exception being the Tennis Club and the Troy Library driveways.  The Tennis Club driveway will be replaced one half at a time while traffic is maintained on the other half.  The Library driveway will be replaced all at once while the Library is closed September 18-20, weather permitting.   If it rains that weekend, the Library will be open for service with the closure rescheduled for October 2-4.

“The Library is the only building on the Civic Center campus that has only one entrance to the parking lot. The construction work in front of the Library would have taken two weeks and reduced the entrance to the Library parking lot from two lanes to one lane,” said Cathy Russ, Library Director.

City Engineer Steve Vandette added, “As the Library has over 2,000 visitors a day, we felt that safety was an issue.  We could not see trying to fit two lanes of traffic into one lane for two weeks, given the volume of business the Library does on a daily basis.  The other option was to close that portion off for three days and get the work done in time. We thought that was the best and safest option.”

No items will be due during the closure dates.  “Library patrons will receive extra time for all materials, so there is no need to drop off materials during the closure dates,” added Russ.

The road work phase of the project is scheduled to start approximately Monday, September 22.  Traffic on Civic Center Dr. and Town Center Dr. will be intermittently maintained under flag control during the day.  Minor traffic delays can be expected.  During the night at least one lane in each direction will be maintained.  Town Center Dr. from Livernois to Civic Center Dr. is not part of this project and all lanes will remain open to two way traffic.  The asphalt paving and striping work is expected to be complete by late October.  The entire project, including cleanup and lawn restoration is anticipated to be complete by mid November, weather permitting.
