The Engineering Department deals with the infrastructure and records of Troy pertaining to water mains, sanitary sewers, storm drains, paving, new construction, surveying, design, right-of-way, floodplain information, soil erosion, permits and administration. They are the liaison with Federal, State and County agencies and other cities to implement projects; liaison with developers to implement the public improvements for new residential,commercial, and industrial developments; and liaison with utility companies for private utility construction in City right-of-way.
Engineering services include the design and administration of public improvement projects such as roads, sanitary sewers, water mains, storm sewers and sidewalks. Engineering prepares the plans and specifications and supervises the construction of projects authorized by City Council. Engineering updates and maintains all records of City utilities, streets, and sidewalks.
Some of its objectives for the upcoming year include replacing water mains in section 9, Section 28, and Section 34, improvements to the River Rouge water shed, Rochester Road utility relocations between Torpey and Wattles,developing projects to enhance traffic safety, developing public education brochures and performing work to increase school safety, continue to enhance and broaden the scope of the city's GIS information.
The Engineering Department sets the standards and specifications for new developments and reviews plans and inspects construction to protect the public interest. Surveying and Inspection Services conducts surveys for the design and construction of public improvements; contributes to the development of the City's Geographic Information System; conducts surveys for the investigation of drainage problems; and inspects the construction of private utilities for compliance with City requirements.

Traffic Engineering Services analyzes roads for defects and deficiencies; maintains records for traffic crashes, signals, signs and sidewalks; conducts and maintains traffic volume counts; and handles requests for new traffic signals and signs. This department works with the Traffic Committee which meets monthly to discuss traffic issues within the city.
