The Purchasing Department has a deep and abiding commitment to government that is better, faster and cheaper. This means rethinking our mission, focusing on core functions, and embracing a set of tools, technologies and organizational approaches dedicated to delivering true public value efficiently.
DUTIES: Purchasing is responsible for contract administration of City-wide non-construction contracts; bid processes for non-construction items over $10,000; contract option evaluation to determine if the renewal is in the City's best interest through a market survey; P-card administration, office supply order and payment coordination; review and approval of all invoices submitted for payment; review, approval, and distribution of all purchase orders.
MITN: The Purchasing Department maintains an "open door" policy in regards to meeting with vendors and empowering end-users. Troy was a founding member of the Michigan Intergovernmental Trade Network Purchasing Cooperative (MITN). Also, Troy, along with over 50 other entities, utilize the MITN system at The Michigan Inter-governmental Trade Network website which is available for vendor registration. Additional entities are requesting membership in the MITN system as the benefits of the system are recognized. The website may be used to post bids, quotes, requests for proposal, construction notices, addenda, awards including tabulations and surplus auctions. By establishing this centralized system, vendors now have a single point of contact and broader access to new business opportunities in our region.
Susan Leirstein, Purchasing Director, received recognition as the 2002 MPPOA Buyer of the Year. The award recognizes her expertise as a Certified Public Purchasing Buyer and her work in securing an e-procurement website for the City of Troy and eight other entities.

- For the 8th year in a row Purchasing received the prestigious "Achievement of Excellence in Procurement" award from the National Purchasing Institute. This is awarded annually to organizations that demonstrate excellence by obtaining a minimum score on a rating of standardized criteria. The program is designed to measure innovation, professionalism, productivity and leadership attributes of a procurement organization. The City of Troy is one of only 56 entities in the US to receive the national award.
