Troy Community Center - Facility
How are groups reserving rooms classified for billing purposes?
There are three general classifications used to determine the rental rate for groups who wish to reserve meeting rooms in the Community Center.
Non-Profit Resident Groups:
Any non-profit tax-exempt corporation, organization, church, fraternal body, educational unit or government organization that consists of at least 75% Troy residents and can supply a 501 (c) tax exempt certificate. A roster with the name and address of each member must be turned in at the time of application. If the event is open to the public or the list of attendees can not be determined at the time of application, the group would not be classified as a non-resident group.
Resident Groups (Business/Public):
Any business located within the Troy city limits which is having a meeting for its staff; or public group that consists of at least 75% Troy residents but does not have a 501 (c) tax exempt certificate. A business that is hosting an open event for the general public (not employees) would be classified as a non-resident group.
Non-Resident Groups (Business/Public):
Any business located outside of the Troy city limits or hosting an event open to the public; or a public group that does not consist of 75% Troy residents (i.e. A birthday party for a Troy resident that does not meet residency requirements would be considered a non-resident group.)
When reserving a room, does the set up and take down time need to be included in the time requested for the room reservation?
Because there is a high demand for space in the Community Center, reservation requests must include the time the group needs for any special set up or take down tasks and it will be billed the same as the quoted hourly room rate. A group would not need to account for the time needed by the facility to set up the tables and chairs, but would need to include the time the first person needs to get into the room and the last person leaves at the conclusion of the event.
What is the policy for food being served at an event in the Community Center?
Groups have the ability to order food or beverages through the "preferred" caterer (A & S Catering, 313.525.1300), select a caterer of their own choice or carry in food on their own. If the "preferred" caterer is selected, the group will receive a 35% discount on the room rental rate if certain conditions are met. Additional charges apply for outside caterers or food carried in. Please refer to the food policy for further information and policies regarding food service and consumption at the Troy Community Center. The kitchen facility is only available for the "preferred" caterer.
How far in advance can a room be reserved?
Reservations for one-time special events can be made 18 months in advance. The reservation process for all other regular meetings runs for a calendar year, September 1 to August 31. Groups that have met in the facility on a regular basis during the year will be given priority to reschedule their reservations for the upcoming year during the month of May.
What are the operating hours of the meeting rooms in the Community Center?
The meeting rooms can be reserved at regular rental prices during the following times:
Monday-Friday: 8 am-10 pm
Saturday: 8 am-4 pm (8 am-1 pm in July and August)
The facility is available to rent before and after normal business hours but an additional hourly rate of $15 will be added to the regular hourly rate for extra staff deemed necessary to supervise the event.
How can a room be reserved in the Community Center?
1. Submit a room reservation form with the $30 room deposit ($60 for Banquet Room 304 and 305) to the Parks and Recreation Department at least two weeks in advance (one month in advance for after hour rentals). Telephone reservations are not accepted but questions regarding availability can be determined by calling 248.524.3484.
2. The reservation form will be processed within 24 hours during normal business days and a confirmation will be emailed or mailed to the contact person.
3. If a room is not available at the time specified, the contact person will be notified and asked for an alternative date.
4. An event coordinator will make contact approximately one week prior to the meeting to coordinate set up needs and the method for final payment.
What are my responsibilities in terms of room cleanup?
The clean up period should be included in the rental time and include restoring the room to its original condition. This entails removing all decorations, trash, food and debris from the room or placing them in the supplied trash receptacles. Facility staff will vacuum the carpet and wipe down the tables. Charges related to cleaning, carpet spills or damages to the room or grounds will be charged to the rental representative. Staff is available to inspect the room after the event if you have any questions.
What fees are associated with renting a room?
The fees associated with renting a room are listed hourly and vary based on the size of the room and residency status of the group/business. There are also charges for renting audio visual equipment, staffing and serving food at events. Refer to the Room Rental Information form and Food Policy for more information.
Can I tour the facility to view the rooms?
The Community Center is open seven days a week and patrons can visit the facility to view the rooms at any time. To ensure the room is available for viewing, please stop by the Administrative Desk or call 248.524.3484 for an appointment. Visit here to view pictures of the facility: Room Map
Does the Community Center supply table linens?
The Community Center does not supply table linens. If the preferred caterer (A and S Catering) is being used for the event, they can be included with the food order. The table dimensions are as follows:
Oval: 6' x 5'
Rectangular: 8' x 30" or 12' x 30"
Seminar: 8' x 18"
Card: 3' x 3'
Can I advertise my events at the Community Center?
The Community Center allows groups who rent the meeting rooms to post a flyer on the kiosk near the Main Entrance. The flyer should be given to staff for posting. Room signs will be prepared and posted outside of the room on the day of the event. There are three electronic boards at each of the entrances that will list the daily events and room assignments. Temporary directional signs may be posted outside the facility according to the Troy Sign Ordinance. Due to the number of other events in the facility that take place simultaneously, free standing signs are not permitted inside the Community Center.
Will someone be available to assist with audio visual equipment issues?
Community Center staff will set up the audio visual equipment that is requested but the group is responsible for knowing how to operate the equipment. If a group wants to test the equipment in advance, please speak with your event planner to make arrangements. The Community Center rents a wide variety of equipment including computer projectors, microphones and television/dvd/vcr units but does not have laptops available. Refer to the Room Rental Information for the rental prices.

Yes- all preschoolers in the 34-week program must be potty trained. We will provide extra clothing should an accident occur. Parents are asked to wash and return the clothes.
Does Rainbow Preschool have Before/After School Care?
No, we do not offer before and after care. Our class length is 2 1/2 hours. Children should be dropped off and picked up promptly.
What is your discipline policy?
Children will be prevented from harming themselves, other children, adults and equipment. This will be done in the most positive manner possible and in such a way as the help children develop self-control, self-direction and self-esteem. The instructors use what we call R & R method: remove the child from the undesirable situation and redirect the child's attention. Occasionally, the "time out" method will be used after the instructors have spoken to the child several times.
Does my child need to bring a snack?
Rainbow Preschool provides the daily snack unless it is a special holiday party day. A child is welcome to celebrate his/her birthday with the children in his/her class by providing the snack for that day. Parents are instructed that Rainbow Preschool is a peanut-free environment and any snack with peanuts or traces of peanuts will be sent home.
If my child needs to withdraw from class, can we get a refund?
This policy only pertains to our 34 week Rainbow Preschool program participants. If a parent decides to withdraw a child from Preschool we will be using this policy:
- Prior to school starting: 100% refund minus $10 service charge
- 1 day - 2 weeks of classes: 75% of fees minus $10 service charge will be refunded
- 3 - 34 weeks of classes: There will be no refunds granted after 2 weeks of classes
A $10 service fee applies to all refunds and transfers. It takes approximately 3 weeks to process a refund and they are returned in the form of a check to the participant's home address.
When are tuition payments due?
When registering, a $55 non-refundable deposit is required. The tuition is made in three payments due in July, November and February.
If there is inclement weather, how will I know if school is in session?
You may call the Parks and Recreation Hotline by 8:15 am for morning classes and 11:45 am for afternoon classes at 248.689.9756. If the Troy School District is closed, our program will be cancelled as well. This information is also posted on the weather updates page.

Annual passes and the prepaid portion (4 months) of a recreation pass are non-refundable. Annual pass holders will be sent a letter during the final month of membership and given the option to renew. If the pass holder does not wish to continue their membership, then they do not need to respond and their pass will automatically expire. For pass holders who pay monthly through our EFT process, they must complete a cancellation request 30 days before the EFT billing date to prevent their account from being charged for the upcoming month. The EFT billing date is on or about the 15th of the month. Your checking or credit card account will continue to be charged until the cancellation request is submitted. Telephone or verbal instructions are not considered official requests.

Do you have programs for schools?
Yes! We feel teaching about the natural world to young people is so very important today. Children who are growing up in our hectic suburban and urban areas have little exposure to nature and the natural world. More than 10,000 school children come to the Nature Center for the many school programs we offer designed to introduce school children to the natural world and its importance. Our school programs are fun, educational and mostly out-of-doors, too! School program offerings.
How do I arrange a field trip for my class?
Our link to school program offerings has all the details. Decide on a program, look at your calendar and consider several potential dates and then call the Nature Center at 248.524.3567 to set up a field trip. Remember, the earlier you call, the more likely you are to get the dates you want!
Is there a fee for your school programs?
We have a very competitive field trip fee per child; Visit school program offerings for all the details.
Will the school programs help achieve the Michigan Grade Level Content Expectations (GLCE)?
Yes, you will find many of our programs will help you achieve GLCE standards and concepts. Call the Stage Nature Center if you have any questions about the programs and their content.
Will you do nature programs at our school?
While we feel that the best place to learn about nature is in the out-of-doors, there are some nature topics which lend themselves to school visits. Outreach programs are always available except in March. See the outreach program offerings for more information.
We recently have had a white-tailed deer visiting our yard. Do we need to feed it?
Congratulations and enjoy their visit but don't be tempted to feed deer. They do just fine on their own and, their large populations in our suburban communities are causing some real problems. Also, deer should not become too familiar with people, they are wild.
I have found a baby bird that was abandoned and cannot yet fly, what should I feed it and how can I care for it?
Most birds leave the nest before they can fly. They have some feathers but are incapable of full flight. If they have recently left the nest and you are nearby, it may seem they are abandoned. The best thing is to leave and let the adults take care of the new fledglings. If the bird has very few feathers and very undeveloped, your best bet is to try to put them back in the nest. It is a myth that your scent will cause them to be abandoned. Most birds have little or no sense of smell. It is illegal for you to possess most birds, their nests, their feathers or eggs, so you shouldn't try raising them on your own.
I have seen a red fox in a field near my home, is it safe for children to be outside?
Foxes are sometimes seen in fields near the edges of woods and water. The red fox (Vulpes fulva) is a small predator that eats primarily mice and other small mammals, birds, grasshoppers and other insects, and occasionally fruits of various kinds. Foxes, like most wildlife, are often rather secretive and would rather be away from humans. You need not be concerned.
I have small diggings in my back yard this summer and where the diggings are, the grass seems to be especially brown. What is causing these small holes and what do I do? The grass seems to be dying where these holes are.
The small diggings are likely that of the striped skunk (Mephitis mephitis). These critters feed on soil insects such as sod webworm, beetle larvae and other insects which often feed on the roots of grass. Keeping your yard healthy is a good way to minimize these diggings. Skunks are actually doing a favor by eating some of these pests. If damage is occurring, you may wish to contact the Oakland County Extension Service (248.858.0880) to find out environmentally friendly ways to control some of these insect pests in your lawn.
If you have any further questions, don't hesitate to contact us at 248.524.3567. Please note the nature center is an educational facility and not equipped for wildlife rehabilitation, nor do we have veterinarians on staff.
SPORTS
Can non-residents participate in Troy ADULT athletic leagues?
Yes. Each adult team is permitted to have non-residents on their roster. Non-residents working in Troy are considered Troy employees and do not count as a non-resident (after providing proper verification). Non-residents that do not work in Troy can participate in adult athletic leagues and are required to pay an additional fee (no limit per team). Please see specific sport descriptions for further details.
Can non-residents participate in YOUTH athletic programs?

The exception to this policy is that participation of students residing in cities other than Troy but attending Troy Schools, (school of choice) or a school located within the City limits is allowed for a fee (i.e. Susick, Woodland). Residents receive priority status to register first. Please see the Troy Today for further details.
Can a person be a volunteer coach without having a child in the program?
Yes. Troy Parks and Recreation will assign teams to individuals without a child playing after coaches/parents are assigned teams accordingly. A background check will be performed on all volunteers involved in programs.
Can a child participate in Parks and Recreation sports and school sports at the same time?
No. A child may register and be listed on a Parks and Recreation roster while participating on the school team, but participation in both programs at the same time is a violation of MHSAA rules.
Can my child play with their friend's team?
Teams are formed based on neighborhood/school basis. Your home's location is key to where you are placed. No guarantees are made to accommodate requests.
Can a coach be requested?
No. Children are placed on teams based on school attending and neighborhood areas. There may be times when some neighborhoods/sub divisions are split or combined based on registration numbers.
How are teams formed?
Teams are based on neighborhood/school basis. Some neighborhoods may also be divided if more players register than the maximum for a team, thus two teams or more may be formed from a neighborhood. Some schools may also be combined to maximize team numbers.
How can I guarantee playing on a team with my school mates?
All youngsters that sign up by the initial registration deadline will be assigned to a team in their neighborhood/school area. Some neighborhoods may also be divided if more players register than the maxium for a team, thus two teams or more may be formed from a neighborhood. Some schools may also be combined to maximize team numbers. We do not guarantee that children will be placed on a specific team, but they will be with some school mates if they sign up by the initial deadline.
