Planning assists in creating a more socially, economically and environmentally sustainable community, as envisioned in the City of Troy Master Plan.
The Planning Department provides expertise and information to elected officials, appointed boards and commissions, City departments and citizens to assist in understanding and addressing key community issues and priorities.
The Planning Department promotes and maintains a clean, healthy, and safe city through education, cooperation, and enforcement of our property maintenance, zoning, nuisance and rental inspection codes.

The Planning Department is responsible for implementing the Master Plan and administering the Zoning Ordinance. The Planning Department provides support and recommendations to the Planning Commission and City Council to assist each in making decisions regarding land uses and development proposals. Planning Department provides support to the Board of Zoning Appeals. The responsibilities of the Board of Zoning Appeals are defined by the Zoning Enabling Act and includes consideration of variance requests.
The Master Plan is a long range plan that includes goals, objectives, and policies for the growth and development of the City. These goals, objectives, and policies are stated in the text and illustrated in maps that are included in the Plan.
The City of Troy Master Plan was adopted on October 14, 2008. State law requires the plan to be reviewed 5 years after adoption. More information regarding the Master Plan is available by following the link under Resources located on the right hand side of this page.
The Zoning Ordinance (link located under Resources) contains the regulations regarding the use of land. The regulations are based on the goals and policies of the Master Plan. Zoning divides the community into zoning districts and establishes the regulations that govern the use of the land and the placement and size of buildings. The Ordinance is continuously reviewed and amended to respond to emerging development issues and changing requirements.
The Planning Department processes applications for new development and redevelopment within the City such as site plan reviews, special use requests, planned unit development proposals, subdivision and site condominium proposals and rezoning requests. Planning reviews development plans to ensure compliance with City ordinances and assists citizens and developers to better understand the land use policies and regulations of the City.
